The floods were caused by low pressure and a cold front that occurred from July 9–29, 2023, resulting in roughly two months' worth of rain in less than 48 hours. Water levels in some rivers reached about 20 feet above normal, making it the state's worst flooding event since 1927. The floods affected communities in the southern Green Mountains, including Ludlow, Plymouth, and Weston, as well as the City of Barre in central Vermont.

Entire neighborhoods across Vermont were wiped out, as well as necessary services: Medical Clinics, Supermarkets, City Halls.
